in this icon we'll use base with river phoenix (i guess any image will look nice, using this method - on more colourful images however, everything will be more bright). we go from this (x) to this (x). so we'll go to the work :)

1. at the beginning sharp the image (filters > sharpen > sharp more).
2. duplicate the base and set it into 'screen' 100% (result)
3. create new layer and fill it with #0D3E67. set it on exclusion 100% (result)
4. again, create new layer and fill it with #8FE1FF and set it into 'soft light' 100% (result)
5. duplicate the base, drag it on top and set it as 'soft light' 100% (result)
6. copy the layer with light blue, drag it on top, set it as 'colour burn' 30% (result)
7. paste this (x) background and set is into 'screen' 100% (result)
8. ok so we have nice colours and effects, but it's obviously not enough. marge everything and copy icon to the blank canvas. this new picture resize to 94%, copy and paste it on our base from point 7 (result). go back to the resized picture and resize it one more time to 94%. again, copy it and paste on our base (result)
9. simple as that :) of course you can add text or brushes but i think that in many cases simplicity gives better effect :)
